Cut the suet into small cubes. Melt in a pot. Cube the meat and cook in the fat about 30 minutes. The meat should be just about covered with the fat. Add remaining ingredients and simmer until the oatmeal is cooked, about 10 minutes. Serve in soup bowls with boiled potatoes and bread.
